Cooperation between regions in tourism development is inseparable from sectoral ego problems, so an analysis carried out using the 5 elements of Wright's IGR. This study aims to determine inter-regional cooperation and driving inhibiting factors. The research method uses descriptive qualitative. data used are primary secondary data. Data collection techniques interviews documentation. interactive model. results explain that there a division roles parties involved collaboration. Interactions public officials appear be similar aspects behavior, beliefs, perceptions preferences. Continuous communication established on regular basis. Executive legislative also play role implementation clarity appointed administrator. Meanwhile, policy focus, capacity budget implement comes each party central government's policies followed up by local governments. factors for similarity ideas, economic benefits support regional leaders. factor limited funds. has implications addition government as dynamist, use village fund allocations villages programs together with community better utilize cultural potential.
